Per A.R.S. 41-1080 effective October 1, 2008 all sole owner license applicants shall provide proof that their presence in the United States is authorized under Federal law by presenting one of the following:
- An Arizona driver license issued after 1996 or an Arizona nonoperating identification license.
- A driver license issued by a state that verifies lawful presence in the U.S.
- A birth certificate or delayed birth certificate issued in any state, territory or possession of the U.S.
- A U.S. certificate of birth abroad.
- A U.S. passport.
- A foreign passport with a U.S. visa and work permit.
- An I-94 form with a photograph.
- A U.S. Citizenship and Immigration Services Employment Authorization Document or Refugee Travel Document.
- A U.S. Certificate of Naturalization.
- A U.S. Certificate of Citizenship.
- A tribal Certificate of Indian Blood.
- A tribal or Bureau of Indian Affairs affidavit of birth.
Exempts an individual from the licensing requirements if:
- The individual is a citizen of a foreign country or, at the time of the application, the individual resides in a foreign country.
- The benefits that are related to the license do not require the individual to be present in the U.S. in order to receive those benefits.
