The State of the Registrar of Contractors

By

William Mundell, Director

The Registrar of Contractors has been in existence since 1931. During its long history, the Registrar's office (ROC) has strived to provide Arizona's construction industry and its citizens protection from those seeking to thwart state statutes, agency rules and building standards that govern the construction industry in Arizona.

As the agency's newest Director, I plan to continue the protections offered by this agency and improve upon the processes that drive our services. To achieve success, I will work closely with industry representatives and citizens to refine the business practices that currently exist within the ROC. Likewise, I will work with our Governor and legislative leaders to clarify and improve those statutes that diminish consumer protection. I will be ever mindful that the citizens and independent businesses of this state are the employers of contractors and they expect quality construction work to be performed when services are contracted.

I am also mindful that excessive regulation and licensing costs tend to dissuade entities and persons from becoming licensed contractors. For these reasons, I will review our administrative and legal processes and procedures. Such reviews, allow me to determine where inefficiencies reside and illustrate where administrative processing time can be reduced. Reducing administrative processing time directly relates to administrative costs and identifying both may offer me the ability to maintain or even reduce future licensing fees.

I am also keenly aware of state's current economic climate. Economic times, such as this, require construction industry representatives and government officials to work closely together to reduce any barriers inhibiting the growth of the construction industry in Arizona. I pledge to you that I will do all I can to promote the revitalization of the construction industry which will put many Arizonans back to work within and outside of the industry.
