Message from the Director
William A. Mundell, was appointed by Governor Jan Brewer on February 17th 2009 as Director of the Arizona Registrar of Contractors. Director Mundell brings to this position a wealth of public and private sector experience that will further enhance the agency's ability to effectively regulate this vitally important industry.
Director Mundell was born at Elmendorf Air Force Base in Anchorage, Alaska. After living at numerous air force bases throughout the United States, he came to Arizona from Illinois in 1968 with his parents. He graduated from Arizona State University with a Bachelor of Art's degree in political science in 1974. He earned a Juris Doctor degree from St. Mary's University in San Antonio, Texas in 1977.
Director Mundell has been an attorney in Arizona since 1978. In 1980 he became the Presiding Judge of the Chandler Municipal Court. As the Presiding Judge he helped write the Municipal Court Handbook for jury trials and made recommendations on how to strengthen Arizona's domestic violence laws. In 1986 he resigned as Presiding Judge to run for the Arizona House of Representatives.
Director Mundell was first elected in 1986 and served as a member of the Arizona House of Representatives from 1987 to 1993. As a legislator he was the prime sponsor of legislation strengthening Arizona's domestic violence and crimes against children laws. As Chairman of the House Environment Committee, he sponsored numerous pieces of legislation protecting Arizona's environment, including the state's first recycling law. Additional committee assignments included Counties & Municipalities, Natural Resources & Agriculture and Judiciary. During his tenure at the legislature, Mundell was voted "One of Arizona's Top 10 Legislators."
His past civic and community service memberships include Vice President of public policy for the Chandler Chamber of Commerce; Vice President of Arizona Heritage Alliance; President of the Chandler Fraternal Order of Police Associates; Chairman of the Chandler United Way; a member of the East Valley Partnership; a member of the board of directors of the Chandler Regional Hospital; a member of the Lions Club and the Salvation Army Advisory Board.
Governor Jane Hull appointed Mundell to the Arizona Corporation Commission on June 21, 1999, after a vacancy occurred. In the 2000 general election, he was elected to serve the remaining four years of the term. He became Chairman of the Commission in January 2001 and served in that capacity until January 2003. Mundell was re-elected in 2004 and his term ran through the end of 2008. During his term as Chairman Arizona became the first state to require its utilities to generate electricity from renewable energy while at the same time protecting businesses and residential consumers from unnecessary rate increases.
While a Commissioner, Mundell served on the Telecommunications and Consumer Affairs Committees of the National Association of Regulatory Utility Commissioners.
Director Mundell is married to Barbara R. Mundell, and has two beautiful and wonderful children, Meghan and Samantha.
Brian serves as the Assistant Director in charge of the agency's Human Resource Division, Public Information Department and is the agency's safety and security officer. He also serves as the Director's Special Project Officer.
Brian's responsibilities include oversight of the agency's Human Resource Department. As the agency's PIO (Public Information Officer), Brian facilitates the disbursement of information to the general public and news media outlets. In his capacity as the agency's safety and security officer, Brian is responsible for COOP (Contingency of Operations Planning) and addresses issues regarding the safety of agency personnel and ROC business offices. Additionally, Brian serves as the Director's Special Projects officer. Prior to his current assignments, Brian worked as the agency's Intergovernmental Affairs Director, Legislative Liaison, and was Chief of Special Investigations within the Investigations Department.
Prior to his employment with the ROC, he served as the Executive Director of the Arizona Police Association and was Chairman of the Board for the Phoenix Law Enforcement Association.
Brian is a retired police officer and a Vietnam era veteran of the United States Air Force. Brian continued his post secondary education in England, Indiana and Arizona. Brian is married, has two children, two grandchildren and lives in Phoenix.
William A. Albright was hired as Chief of the Legal Department, Arizona Registrar of Contractors on September 28, 1998 and served in that position until September 1, 2004. On that date Mr. Albright assumed duties as Assistant Director for the agency. In this role he has responsibility for the supervision and operation of the Licensing, Investigations and Inspections departments as well as the agency's three regional offices and all field offices statewide.
Mr. Albright graduated from Arizona State University in 1968 with a Bachelor of Arts in Political Science. He also received his Juris Doctorate from Arizona State University in 1971 and became a member of the State Bar of Arizona in that same year.
He has previously served as a Deputy Public Defender in Yuma County, Arizona and as an Assistant Attorney General in Phoenix in the Licensing and Enforcement Section. Prior to that he served as a judge advocate in the United States Air Force retiring after twenty years of service in 1990. While in the Air Force he held positions at both the base and headquarters levels.
Mr. Albright is married, has five children and currently resides in Chandler, Arizona.
Alan Felber has been with the Registrar of Contractors since August 1987, and served as the ROC's Chief of Licensing from January 1989 to January 2006. Alan is currently serving as an Assistant Director of the Licensing, Inspections, Investigations and Examinations Departments. He is a Certified Building Inspector, and was an Arizona State Plumbing Code Commissioner. He was a member of the Carpenters and Joiners Union, Local 1089 from 1979 to 1983, and a construction superintendent for commercial and residential building from 1983 to 1987, before leaving the private sector to join the Registrar of Contractors as an inspector.
Wilma Himel is the Assistant Director for Administration and the Recovery Fund. Wilma was appointed to her position in December 2005. Wilma Himel has worked for the Arizona Registrar of Contractors since 1995 in Accounting, Business and Finance, and Budget positions which involved procurement, payroll system implementation, preparing and monitoring the biennial agency budget, and preparing other Agency plans and reports, including the strategic plan, equal employment opportunity plan, and the performance incentive pay plan.
Wilma holds a Bachelor of Science Degree in Business/Accounting and is a Certified Public Manager. She has over 30-years of experience in local, tribal, federal and state governments and is a member of the Arizona Affirmative Action Association, the Government Finance Officer's Association, a board member of the Arizona Society of Certified Public Managers and sits on the Agency Incentive Pay Steering Committee, Transportation Committee and Public Information Team.
Gene came to the ROC in June of 2006 after 5 1/2 years with Arizona's Government Information Technology Agency (GITA).
While at GITA Gene served as the Digital Government Services Manager and as the State Web Portal Manager for the
Arizona @ Your Service Web Portal.
As the Portal Manager, Gene was directly responsible for the implementation of Arizona's first web portal, and the many infrastructure services necessary to support Arizona's e-government initiatives.
Under the portal initiative Gene provided strategic direction as well as critical oversight and coordination for the implementation of several high profile agency applications and e-government services. This included such services as the centralized credit card processing system and the Common Licensing System (CLS) for Arizona's regulatory agencies.
Gene previously worked for the state of Washington in a similar capacity. During his 14 years of service there he was involved in the development of several key electronic government initiatives. These included the Washington Information Network (WIN) Kiosk project; Access Washington, the state's award winning Internet service; Inside Washington the state's Intranet service; the Digital Government Applications Academy, and various other Information Technology (IT) initiatives.
Gene has over 30 years of Information Technology experience in both the private and public sectors, with the majority of that time focusing solely on government technology solutions. This is in conjunction with his earlier studies in Computer Science at the University of Louisiana at Lafayette.
Gene is committed to the process of making ROC work more effectively and efficiently through the use of "smart" technologies - thereby providing the most benefit and convenience to the public that it serves.
Gene is married, has two sons and lives in Glendale Arizona.
Brenda Marshall began her employment at the Registrar of Contractors in March of 2009 to serve as Executive Assistant to Director William Mundell. Prior to coming to the ROC, she was employed at the Arizona Corporation Commission. During her 14-year tenure, she worked 9½ years for Commissioner Mundell as his Executive Assistant.
Brenda has thirty years of experience in state government, beginning at the Arizona State Senate. She maintains good, working relationships with federal, state and county officials and staff members. She gained experience as assistant when she served as a paralegal at a Phoenix law firm.
Brenda was born in Clovis, New Mexico and continued her education at Eastern New Mexico University in Portales, NM. She has been a resident of Phoenix since 1971.
Brenda currently serves on the Central Square Homeowners' Association board as a director. Past community service memberships include volunteering as president and vice president of a service organization, Beta Sigma Phi, with responsibilities consisting of fundraising efforts to many charitable organizations, including Crisis Nursery and Sunshine Acres.
Brenda has a son and daughter and is blessed with ten grandchildren.
